Metcore International receives ISO/IEC 17065:2012 recognition from Singapore Accreditation Council


Singapore-based MFM system measurement solutions provider, Metcore International Pte Ltd (Metcore), was presented with a certificate by the Singapore Accreditation Council (SAC) on 19 March during the SAC Customer Day 2024 event.


The recognition signifies that Metcore, which has been accredited for ISO/IEC 17065:2012 as the certification body, has demonstrated conformity to SAC’s product certification scheme requirements. This confirms its competence to conduct conformity assessment of bunker mass flow metering systems (MFM systems) both in Singapore and on the global stage.


“This SAC accredited recognition showcases our competency and capability as an impartial third-party conformity assessment body for bunkering MFM systems,” Daryl Lim, Quality Manager, Metcore told Manifold Times.
“We are proud to receive this recognition. Under the national accreditation program, we have the provisions to provide certification of bunker MFM systems, to equip bunker tankers in meeting the Singapore Standard 648:2019 Code of Practice for Bunker Mass Flow Metering and ISO 22192:2021 Bunkering of marine fuel using the Coriolis mass flow meter (MFM) system standards.”

Mr Lim highlighted that the increasing usage of mass flow meter for bunkering is indicative of the trust, transparency and accurate measurement from international bunker buyers and shipowners have resulted in more global key ports mandating the use of MFMs for bunkering.


However, existing national or regional legislations at international ports may not offer sufficient guidelines on MFM systems for bunkering custody transfer. Additionally, the bunkering industry recognises that MFM is not a “plug and play” devices. The diverse bunker fuel grades carried by the bunker vessels contribute to different dynamic effects, which may result in mismeasurement of the installed MFMs.


“Bunkering has always been a global trade, with ships visiting various ports to procure marine fuel,” said Darrick Pang, Managing Director of Metcore.


“Certifying the bunkering MFM systems of bunker tankers to either SS 648:2019 or ISO 22192:2021 standards by an accredited certification body such as Metcore is crucial. It ensures that international ports adopt the right approach for a successful MFM bunkering implementation.”
